Who We Need
The Director of Real Estate Development is responsible for overseeing the planning, acquisition, financing, and development of the Agency’s real estate holdings including supportive affordable housing, health homes (clinics) and other facilities aligned with the mission of Copa Health. This role leads all aspects of real estate development for permanent supportive housing, transitional living, and integrated service sites that promote recovery, independence, and community inclusion for individuals with behavioral health and affordable housing needs.
Minimum Qualifications:
- Bachelor’s degree in Real Estate, Urban Planning, Public Administration, Construction Management, or related field (Master’s preferred).
- 7+ years of progressive experience in affordable or supportive housing development, with demonstrated success managing LIHTC or HUD-financed projects.
- Strong understanding of housing development regulations, zoning, and funding processes.
- Knowledge of behavioral health or supportive services is highly preferred.
- Proven ability to manage complex projects, diverse stakeholders, and multiple funding streams.
- Strong leadership, negotiation, and communication skills.
- Familiarity with proformas, financial modeling, and real estate deal structuring.
- Must have reliable transportation, valid AZ Driver’s License with state minimum insurance coverage and ability to meet and maintain Copa Health’s acceptable driving requirements.
Job Summary (Including, But Not Limited To)
Strategic Housing Development
- Lead strategic planning and implementation of real estate projects focused on permanent supportive and low-income housing for individuals with behavioral health and co-occurring conditions.
- Lead strategic planning and implementation of real estate projects focused on health homes (clinics) for delivery of integrated health services for Members.
- Identify and assess opportunities for acquisition, redevelopment, and ground-up construction to expand the organization’s housing, administrative and health portfolio.
- Work cross-functionally with clinical, case management, and facilities teams to ensure housing developments are trauma-informed, accessible, and integrated with wraparound services.
Project & Construction Oversight
- Manage all phases of development, including site selection, community engagement, permitting, financing, construction, stabilization and project close-out.
- Oversee architects, general contractors, consultants, and construction teams to ensure quality and adherence to budget and timeline.
- Ensure housing designs incorporate accessibility standards (ADA), behavioral health best practices, and environmental sustainability goals.
Financing & Fund Development
- Lead the sourcing, structuring, and closing of financing for housing developments, including:
- Low-Income Housing Tax Credits (LIHTC)
- HOME funds, CDBG, HUD 811, and state/local affordable housing programs
- Philanthropic grants and public-private partnerships
- Prepare funding applications, proformas, and investor packages.
- Work closely with the finance team to monitor development budgets, cash flow, and compliance with grant requirements.
Compliance & Stakeholder Coordination
- Ensure developments comply with local, state, and federal requirements, including zoning, fair housing, and supportive housing regulations.
- Coordinate with housing authorities, behavioral health agencies, and community partners throughout the development process.
- Serve as the organization’s primary liaison with government agencies, funders, co-developers (if applicable), and neighborhood groups on housing projects.
Leadership & Supervision
- Coordinate with agency staff on real estate needs, consultants, or project managers.
- Provide regular project updates and recommendations to executive leadership and the Board of Directors.
- Contribute to organizational housing strategy and advocacy efforts.
- Adherence to all agency policies, licensure, and training requirements.
- To ensure compliance & adequate services, additional job duties may be required to meet the needs of the program and or department.
